ICWG-GR, November 2008 (photo: Nicole Demers)ICWG-GR, November 2008 (photo: Nicole Demers)SGRP is guided by a steering committee, the Inter-Centre Working Group on Genetic Resources (ICWG-GR), which is composed of representatives from each of the Centres and from the Food and Agriculture Organization of the United Nations (FAO). In 2008, a representative from the International Treaty on Plant Genetic Resources for Food and Agriculture has also been appointed. The Committee sets the strategy and priorities for SGRP, and meets annually to agree a programme of activities, including joint proposal development and collaborative initiatives with full, partial or no SGRP funding. Individual CGIAR Centres take the lead on collaborative activities, depending on their expertise.

An elected Executive Committee comprising the Chair plus two other members works with the SGRP Secretariat to carry out collective decisions. Decision-making is by consensus, with cordial and constructive Centre-to-Centre relationships reflecting a shared commitment and concern for the common good.

Bioversity International (formerly IPGRI) is the Convening Centre for SGRP. Its Director General is the Programme Leader and Bioversity's Board of Trustees is the governing body for the Programme. Bioversity International provides the SGRP Secretariat which has responsibility for day-to-day coordination, and supports SGRP in the areas of policy, representation, public awareness, information management and fundraising.
